But programmatic SEO makes one mistake very easy: publishing more pages than you can actually differentiate.
I saw this clearly on a Shopify store we worked with that had generated a huge set of collection-filter URLs. On paper, each one targeted a distinct modifier—color, size, material, price band, style. In practice, the pages reused the same intro copy, same faceted product grid, same FAQ block, same trust section, same images. The only thing changing was the filtered inventory set and a few inserted words. Search Console showed plenty of discovered URLs, but index growth lagged badly. Rankings were concentrated on a small subset of category pages. The rest just existed.
That is the mismatch I keep coming back to:

You do not diagnose this from one metric. I wish it were that clean. Usually it is a pattern that emerges when you line up Search Console, crawling data, page sampling, and plain common sense.

A city page might rank for your brand name or broad service term, but not for the city-specific query it was built to target. Same story with product variations, glossary pages, or “best X for Y” database pages. The page exists for a specific long-tail intent, but Google treats it like a generic version of the template.
This one is common with AI-assisted scaling. The copy is not literally duplicated. It is just structurally and informationally repetitive. (Quick caveat: I am not blaming AI here—bad templates were saturating sites long before LLMs showed up.) If users can skim five pages and feel like they read the same page five times, search engines are not blind to that.
Navigation, faceted links, related-page widgets, XML sitemaps—these can all inflate low-value pages. I have seen sites where the strongest editorial pages were buried while parameter-heavy variants got the loudest crawl signals. That is backwards.
This is one of my favorite clues because it forces a hard question: if bots keep visiting and the section still does not grow, what are they actually finding worth keeping?
Not a formal metric. Still useful. If removing 40% of a page set would barely change the user experience, the section is probably overbuilt.
These overlap, but I would not treat them as synonyms.

A few patterns create it over and over.
This is the classic one. A business launches one page per city but has no office details, no local photos, no city-specific constraints, no local testimonials, no examples from that market, no operational differences. Just a swapped city name in a familiar shell.
Ecommerce sites are especially vulnerable here. Color, size, material, availability, sort order, price range, fit, brand, use case—combine enough of those and you have an infinite URL machine. Google has warned about faceted navigation for years because uncontrolled combinations can create massive low-value URL sets.
This happens in directories, glossaries, marketplaces, SaaS comparison sites, and inventory systems. The database has lots of entries, but each entry only supports a thin paragraph, a short table, and a recycled explanation block. You can publish 20,000 pages that way. It does not mean you should.
I should say this carefully because people get defensive fast. AI can help scale useful pages. I use it in parts of workflows. But if the workflow is just “take one frame and paraphrase it thousands of times,” the result is still saturation. (I should mention—we tried over-automating a similar workflow internally years ago and the output looked fine until you compared 30 pages side by side. Then the pattern became painfully obvious.)
A lot of sites do not intentionally build saturated sections. The CMS does it for them. Tags accumulate. Internal search pages become crawlable. Archives multiply. Pagination variants linger. Nobody owns the mess, so it grows.
A practical audit needs more than a crawl export. I usually combine four things: Search Console, a crawler like Screaming Frog, logs if I can get them, and manual page sampling.
Start here. Review:
I am looking for asymmetry. If 5,000 URLs exist but only a small minority attract sustained impressions or remain indexed, that tells me the section has quality concentration issues.
Screaming Frog helps surface repeated titles, repeated H1 structures, low-word-count patterns, duplicate or near-duplicate elements, canonical inconsistencies, and indexability issues at scale. It will not tell you whether pages are satisfying intent. But it is excellent at showing you how repetitive the architecture really is.
If you can get logs, use them. Especially on large ecommerce or marketplace sites. Logs show where Googlebot keeps spending time. If that time is flowing into parameter-heavy or low-priority templated URLs, you have a crawl allocation problem—not just a content one.
This is where many teams skip too quickly. They audit their own pages and never ask what Google is rewarding instead. Search the target queries. Look at the winning pages. Do they have original data, reviews, inventory depth, expert commentary, local proof, actual comparisons, or richer media? If yes, that is probably your missing ingredient.
Do not inspect one page and declare victory. Review 20 to 50 URLs from the same section. Template saturation is systemic. The diagnosis should be systemic too.
One of the clearest cases I have seen was a service business with hundreds of location pages. The pages were clean technically—fast, indexable, internally linked, decent metadata. The team thought the issue had to be authority or backlinks.
It was not.
When I sampled the pages, the pattern was obvious. Every city page had the same opening paragraph with the location swapped in, the same benefits list, the same FAQ module, the same stock image, and no local evidence. No address. No local jobs completed. No local testimonials. No constraints specific to that market. Nothing that answered the quiet question a user has on a location page: why should I believe you actually serve this place in a way that is specific to this place?
We did not try to “improve” all of them. That would have been a waste. Instead, we cut aggressively, consolidated overlapping targets, and rebuilt a smaller set of pages with actual local differentiation. Search Console got less noisy. Indexation became less erratic. Rankings concentrated on pages that had a reason to exist. (Edit, mid-thought—this is the part people resist most. Publishing fewer pages feels like losing coverage, even when the extra coverage was imaginary.)
Most fixes boil down to one principle: raise the bar for existence.
Not every URL deserves to be indexable. Not every template deserves to scale. Not every keyword variation deserves its own page.

Link more prominently to the pages with actual value and demand. Stop flooding crawl paths with weak combinations. Internal linking is a prioritization system—treat it like one.
Choose which filter combinations have both search demand and unique utility. Keep the rest out of the index. This is one of those areas where discipline saves sites from self-inflicted chaos.
This is the heart of it.
Better pages usually include things a template cannot fake:
More words alone will not rescue a bad page type.
A template is usually fine when it supports unique value.
It becomes saturated when it replaces unique value.
Short version. Important version.
A strong scalable page type can share most of its layout across URLs while still delivering meaningfully different data, examples, media, and intent satisfaction. A weak one just swaps placeholders.
Use this quick check:
1. Does this page type exist at scale? - No → You may have a different issue. - Yes → Go to 2.
2. Are the pages materially different beyond title tags, H1s, and token-swapped copy? - Yes → Go to 3. - No → High risk of template saturation.
3. Do these pages contain unique evidence, data, inventory, local proof, or other information gain? - Yes → Go to 4. - No → High risk of template saturation.
4. Are most of the URLs in this section getting indexed and earning impressions over time? - Yes → Probably manageable. - No → Go to 5.
5. Would users miss these pages if half of them disappeared? - Yes → Improve differentiation and internal prioritization. - No → Consolidate, noindex, canonicalize, or stop generating them.

If a page exists only because a template can generate it, then ask whether it serves a distinct user intent.
